Best answer

|z + 1| ≤ 3 represent point inside and on boundary of circle with center -4 and radius 3

From figure it is clear that maximum value of | z + 1| will be obtained at z = -7

 i.e. |z + 1| = |−7 + 1| = 6

And minimum value of |z + 1| will be obtained at z= -1

i.e. |z + 1| = |−1 + 1| = 0

 Hence, greatest value of |z + 1| is 6 and least value of. |z+ 1| is 0
