Can a motion be oscillatory but not simple harmonic?

Yes. When a ball is dropped from a height on a perfectly elastic plane surface, the motion of the ball is oscillatory but not simple harmonic. 

As: Restoring force, F = mg = constant

But for S.H.M. the required condition is F ∝ -y
