This statement is time. It may look paradoxical. On the one hand, we say we are secular. On the other hand, we protect the minorities by giving them special considerations. In India, such a policy is essential because of our peculiar situation. We must not forget that we have so many minority groups and unless they are protected they will be in danger. This paradoxical attitude of the Nation is a highly complex matter.
