Suppose the number is x 

So we have,

\((\frac{-2}{3})^{-3}\div x=(\frac{4}{9})^{-2}\)

\(\Rightarrow (\frac{3}{-2})^3\div x=(\frac{9}{4})^2\)

\(\Rightarrow \frac{\frac{3}{-2}^3}{x}=\frac{9^2}{4^2}\)

\(\Rightarrow x=(\frac{\frac{3^3}{-2^3}}{\frac{9^2}{4^2}})\)
