`2^(2y)=(1)/(4)rArr 2^(2y)=2^(-2)`
`rArr 2y=-2rArr y=-1`
`3^(4x)=(1)/(81)rArr 3^(4x)=3^(-4)`
`rArr 4x=-4rArr =-1`
`therefore x+y=-2`
Hence , the correct option is (b).
