necessary condition of inter secting line is
`a_1/a_2!=b_1/b_2`
2x+4y-8=0
`a_1=2,a_2=2
b_1=3,b_2=4
c_1=8,c_2=-8`
`a_1/a_2=2/2!=b_1/b_2=3/4`
so, 2x+4y-8 can intersect the given line
