(i) No it cannot be assumed so because fertilisation does takes place but the endosperm is consumed during development.

(ii) 

S. No Dicot embryo Monocot embryo
(i) It has two cotyledons. It has one cotyledon.
(ii) Radicle and plumule are not covered with sheath. Radicle is covered with coleorhiza and plumule is covered by coleoptile.
