Acetic acid is highly soluble in water but still a weak electrolyte. Why?

The strength of the electrolyte does not depend upon its amount present in solution but on its ionisation in solution Since acetic acid is a weak (organic acid) , it is ionised only to small extent. Terefore it is a weak electrolyte.
