Electromotive force is the maximum potential difference between two electrodes of a cell in the open circuit and terminal voltage of a cell is the potential differnce between two electrodes of a cell in closed circuit. In a closed circuit, when cell supplies a current in the circuit, then electromotive force = terminal voltage + voltage drop across the internal resistance of the cell.
