Why is it not possible to use sky waves for transmission of TV signals ? Up to what distance can a signal be transmitted using an antenna of height 'h'?

The frequency range for TV signals is permeable to ionosphere and cannot be reflected back. Hence sky wave propagation cannot be used to transmit TV signals.

The distance up to which the signal can be transmitted using an antenna of height h is √2Rh

where,

R = radius of Earth
