1. London was overcrowded with migrant factory workers after the Industrial revolution.
2. They were not provided with proper housing by their owners.
3. Also there were more poor residents without proper accommodation.
4. Hence they started living in one-room houses which had poor ventilation and cleanliness.
5. These one-room houses were prone to fire risks.
6. There was also a fear of social chaos particularly after the Russian Revolution in 1917 as the workers might become riotous.
7. Hence the well-off Londoners support the need to build housing for the poor in the 19 century.
