What is criteria  to decide order also give reasons behind it???

I think that  the  reactivity decreases in the following order D > B >  A > C

Explanation

The higher electron donating capacity of the attached group or atom makes the density of benzene ring higher and thus the elotrphilic attack is enhanced. The group attached with the ring through the atom having lone pair of electron is better EDG.  Here Cl atom and oxygen atom of OH group can donate electron pair but as Oxygen has got 2p electrons as lone pair like C atom the acceptor of lone par  its capacity is bellter than Cl which has 3p electron pair to donate. Due to +I effect  CH3- group  act as EDG and makes to line more reactive than bezene. Again  due to higher electronegativity of Cl atom negative inductive effect (-I) deactivates the ring and chotobenzene reacts in more slower rate under electrophilic attack than bezene.
