Correct option  (b) PO43-

Explanation:

Carbon, oxygen and nitrogen atoms do not have any d-orbital available. Therefore, in CO32- , NO2- and NO3there is no possibility of pπ -dπ type to bonding.

In PO43-, phosphorus atom has vacant d-orbital available which is used to form pπ-dπ bonding with p-orbital of oxygen atom.
