Explanation :

A frame is non-inertial if the particle in the frame does not move with a constant velocity. Here the driver moves with a constant speed on a straight road. It is therefore an inertial frame. The assertion is not true.

Newton's laws of motion are not applicable in case of non-inertial frame.
