  • The Goa government, on December 31, 2007, had recommended that the Centre scrap all the zones in the state following widespread public protests.
    • Anti-SEZ protesters had argued that the zones will put extra pressure on the already fragile infrastructure in the state and lead to a dilution of the Goan identity. (Hence option 4 right statement)
  • Their argument was that "outsiders" would flood Goa in search of SEZ jobs that the locals will not be able to fill. This cancellation is the first time in history that ethnic issues have led to a reversal of central industrial policy.
  • After a public outcry and several protests through 2006-08, the Congress government in Goa at the time had decided to scrap seven land-intensive SEZs and withdraw the state SEZ policy.

  • Special Economic Zones is a specifically demarcated area of India which is deemed as foreign territory for the purpose of Tax laws and Trade laws.
  • Thus, exempted from aforementioned taxes (OR)/ subjected to lower rate of taxes of Union and State Govts.
    • This relief is for a specific time period only, which is called a “Tax Holiday”.
  • The government will bear the cost of developing the roads, sewage, effluent treatment, weighing-packaging-labeling, etc infrastructure within the SEZ.
    • They are regulated under SEZ policy (2000) and Special Economic Zone Act, 2005.
  • State Govt forwards the proposal to create SEZ → Union’s Commerce Ministry approves.
    • 1965: Asia's first SEZ was set up in Kandla, Gujarat (At that time it was called Export Processing Zone/EPZ). Currently, we’ve 220+ SEZ in India.
