Neither conclusion I nor conclusion II follows


The statement only states that luck is important in clearing Government Exams.

It does not talk about prospects of Unlucky people in becoming Government Servants (which need not be synonymous with clearing Government Exams).

Hence conclusion I does not follow.

Luck plays an important role but need not play the primary role in clearing Government Exams.
