Given:

A container contains oil = 990 litres

Calculation:

According to the given option

⇒ (990 + 124) = 1114

It is not the 4-digit perfect square number

⇒ (990 + 104) = 1094

It is not the 4-digit perfect square number 

⇒ (990 + 166) = 1156

It is the 4-digit perfect square number of 34

⇒ (990 + 130) = 1120

It is not the 4-digit perfect square number

∴ The smallest 4-digit perfect square number is 166 litres
