Correct Answer - Option 3 : Jammu and Kashmir

The correct answer is Jammu and Kashmir.

  • Jammu and Kashmir Budget 2014
    • Having spent nearly Rs. 36,289 crore for the current fiscal, J&K would require Rs. 43543 crores for 2014-15 and 65 percent of it will come from the central government.
    • With 10 percent being managed from the market borrowings, the special category state would fund a net one-fourth from its tax and non-tax resources.
    • The state presented the sixth consecutive zero deficit budget on February 13, 2014.
    • The expenditure pattern may stay unchanged till fundamental shifts are affected.
    • Anticipated estimates suggested 43 percent of the expenditure ( Rs 18445 crores) would be taken by the state's employees as wages and pensions, eight percent each would go to power purchases (Rs. 3668 crores) and interest payments (Rs. 3470 crores) as 17 percent will fund “other committed expenditures” related to governance.
    • This leaves a paltry 24 percent for the developmental activities.
