The correct answer is Article 100.

  • Article 100 of the Indian Constitution deals with the Voting in Houses, power of Houses to act notwithstanding vacancies and quorum.
  • Article 100 of the Indian Constitution provides that the Speaker shall have and exercise a casting vote in the case of an equality of votes.
  • For all the questions arising in either House of the Parliament, the decision is taken on the majority of votes the members have given and the speaker or chairperson of the house will not vote first but in case equality of vote arises then the speaker can cast his vote.
  • The Speaker presides over the sessions of the houses and conducts the business of the House.
  • He also maintains the discipline and decorum of the House and can also punish MPs who obstruct it

  • Article 99- Every member of each House of Parliament shall take an oath and sign it in the presence of the President or a person appointed by him on this behalf. This format is given in the Third Schedule.
  •  Article 103 deals with the decision on questions as to disqualifications of members. The decision given by the president will be final. 
  • Article 102 deals with the disqualifications for membership of MPs
