The Logic here is as follows:

15 # 3 = 9

15 × 3 = 45 × 2 = 90 = 90 ÷ 10 = 9.

10 # 2 = 4

10 × 2 = 20 × 2 = 40 = 40 ÷ 10 = 4.

2 # 20 = 8

x 20 = 40 × 2 = 80 = 80 ÷ 10 = 8.

Similarly,

2 # 25 = ?

2 × 25 = 50 × 2 = 100 = 100 ÷ 10 = 10.

Hence, the correct answer is "10".
