The course of action 1 - The mill should be closed down - This is vague and irrelevant according to the given statements. Taking extreme measures will not make a mill profitable. 

so, the course of action I doesn't follow.

The course of action 2 - The workers should be asked to co-operate with the owners - It directly follows the given statements. 

So, the course of action II follows.

The course of action 3 - The owner should be asked to co-operate with the employees - It directly follows the given statements.

So, the course of action III follows.
