  • Ashok Mehta Committee
    • It was constituted in 1977 by the Janata Government under the chairmanship of Ashok Mehta.
    • This  committee submitted its report in 1978 and gave some recommendations:
      1. The 3-tier system of Panchayati Raj should be replaced by the 2- tier System: Zilla Parishad at district levels and the Mandal Panchayat at village levels below it.
      2. Zilla Parishad should be the executive body and made responsible for planning at the district level.
      3. Seats for SCs and STs should be reserved based on their population.

 

  • Balwantrai Mehta Committee
    • It was appointed by the Government of India on 16 January 1957 to assess the working of the Community Development Programme and the National Extension Service.
    • This committee recommended the establishment of the Panchayati Raj.
    • The specific recommendations of the committee:
      1. Establishment of a 3-tier Panchayati Raj system- Gram Panchayat at the Village level, Panchayat Samiti at the block level, and Zilla Parishad at the district level.
      2. The election has to be constituted every 5 years.
  • G.V.K. Rao Committee
    • This committee was appointed by Planning Commission in 1985 to again look at various aspects of Panchayati Raj Institutions.
    • This committee recommended the district as the basic unit of planning and hold elections at regular intervals.
  • L.M. Singhvi
    • This committee was constituted in 1986 to study the problem faced by Panchayat Raj Institutions by Rajiv Gandhi Government.
    • This committee recommended local self-government should be constitutionally recognized, protected, and preserved by the inclusion of a new chapter in the constitution and non-involvement of political parties.
