Concept:

Design Speed: It is defined as the maximum speed at which vehicles can continuously travel safely under favorable conditions is called design speed. 

Maximum permissible speed: The maximum permissible speed on the railway track is limited by the speed on the curve:

i) Maximum sanctioned speed

ii) Safe speed over the curve by Martin’s formula depends upon gauge type and radius or degree of curve

iii) Transitive curve whether present or not

iv) Maximum allowable superelevation

Note:

As per specifications designed by the Railway Board for trunk routes on Broad gauge tracks, the design speed for the new track is 160 km/hr and the maximum speed permissible is 120 km/hr.
