  • Reservation of seats in Panchayat elections for Scheduled Castes shall not apply to the State of Arunachal Pradesh.
  • Reason:
    • ​The state is inhabited fully by Indigenous tribal people.
    • There is no population of Scheduled Caste in the state.
  • Even there is no provision for the reservations of seats for SC in Arunachal Pradesh has been made in the State Legislature and State Government Services.
  • That's why a new clause (3A) was inserted in Article 243 (M) 
    • ​According to this article, the state of Arunachal Pradesh is exempted from the application of Article 243 (D).

  •  Article 243 D:
    • It deals with the reservation of seats in the Panchayat.
    • Reservation of seats has been done for Scheduled Castes and Scheduled Tribes and the posts of Chairman of Panchayats at all levels have also been reserved based on the proportion of Scheduled Castes and Scheduled Tribes in the population.
    • One-third of the total number of seats available are reserved for women.
    • One-third of the seats reserved for SCs and STs are reserved for women of these classes.
    • One-third of the posts of Chairman are also reserved for women at all levels.

  • The provisions related to the Panchayati Raj System is mentioned in Part IX of the Indian constitution. 
  • Part IX contains provisions relating to Panchayati Raj up to Articles 243-243O under the title 'Panchayats'.
  • This part is added by the 73rd Constitutional Amendment Act 1992.
  • The 11th Schedule and the list of 29 subjects were added to the Constitution by the 73rd Constitutional Amendment.
  • The purpose of the Act is to provide a three-tier system of Panchayati Raj, including:
    • Village-level - Gram Panchayat
    • Block-level - Janpad Panchayat
    • District-level - Zila Parishad
