  • The money bill is mentioned in Article 110 of the Indian Constitution.
  • It deals with the following matters:
    • The imposition, abolition, alteration, or regulation of any tax.
    • Borrow a loan from the Government of India, regularize it or make any change in any surcharge.
    • To put or withdraw some money in India's Consolidated Fund or Contingency Fund.
    • Money should be given concerning any expenditure from the Consolidated Fund of India.
    • A bill that deals with the proclamation of any expenditure weighted on the Consolidated Fund of India or an increase in the amount of any such expenditure.
    • A bill which relates to the receipt or custody of any kind of money in the Consolidated Fund or Public Accounts of India or the expenditure therefrom or the audit of the funds of the Central or State.
    • Any matter incidental to any of the above-specified matters.

  • Provisions related to Money Bill:
    • The decision of a bill to be a money bill or not is made by the Speaker of Lok Sabha and his decision is final.
      • ​The decision could not be challenged by any court, parliament, or the President.
    • Money Bill can be introduced only in Lok Sabha only with the recommendation of the President (Article 109).
      • ​It is introduced only by the Ministers.
    • After being passed in the Lok Sabha, it is sent for consideration of the Rajya Sabha.
      • ​The Rajya Sabha can neither reject the money bill nor make any amendments to it.
      • Rajya Sabha can send some recommendations.
      • Rajya Sabha returns the bill to the Lok Sabha within 14 days from the date of receipt of the bill.
      • The Lok Sabha can accept or reject the recommendations of the Rajya Sabha.
      • If the Money Bill is not returned by the Rajya Sabha to the Lok Sabha within 14 days, it is deemed to have been passed by both the Houses (Article 109).
    • When the money bill is passed from both the houses, then it is sent for the President's assent.
    • The President can't return the bill for reconsideration.
    • Therefore, he gives assent to the Money Bill.
