Correct Answer - Option 2 : Only argument 2 is strong.

Argument 1 is not strong.

Though cotton clothes provide maximum coolness to our body, it cannot be forced upon the citizens to wear cotton clothes only. Citizens have to right to wear whatever clothes they want.

Argument 2 is strong.

Citizens have the right to wear any type of clothing in any season.

Hence, only argument 2 is strong.
