Given:

P is 40% more efficient than Q

Calculation:

40% more = 140/100 = 7/5 = +2/5

Suppose efficiency of Q = 5

⇒ Efficiency of P = 140% of Q = 7

⇒ Efficiency of Q less than P by 2

Q less efficient than P by 2/7 × 100 = 28.57%
