  • Integrated Low-Cost Sanitation (ILCS) Scheme is a centrally sponsored scheme.
  • The scheme is funded on sharing basis between the centre and the state. Hence statement 1st is correct.
  • Objective:
    • To convert the existing dry latrines into pour flush latrines.
    • To construct new latrines, where there are no latrines.
  • Historical Background:
    • ​It was initially started by the Ministry of Home Affairs in the year 1960-61 and transferred to the Ministry of Welfare.
    • It was transferred to the Ministry of Urban Development and Poverty Alleviation in the year 1989-90.
    • In 2003-04, it was transferred to the Ministry of Housing and Urban Poverty Alleviation.

  • Under the scheme:
    • Central subsidy: 75%. Hence statement 2nd is correct.
