Correct Answer - Option 4 : If both statements I and II are effects of independent causes.

Statement I : There must be a cause due to which job market improved. But the cause is not given.

Statement II : The reason why youths are not able to get job u to their expectation is not given. Therefore, both statements I and II are effects of independent causes.
