  • In 2015, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), started training a new cadre of field supervisory staff as a measure to improve work operations and in the long-term achieve improvements in quality and sustainability of produced asset
  • To fill the shortage of technical staff, the states are now encouraged to recruit and train people with minimum 10-year education to take charge of the daily supervision of MGNREGA worksites, the so-called Barefoot Technicians.
  • The candidate Barefoot Technicians are provided a 3-month course, covering technical, administrative and managerial subjects.
    • The first two training of trainer courses took place at the National Institute of Rural Development, NIRD, in Hyderabad.
    • The ILO provided support in developing National Occupational Standards and comprehensive training material covering the entire course.
    • State institutes of rural development have since then provided training to Barefoot Technicians in some 20 states.

  • National Urban Renewal Mission (NURM):
    • NURM a flagship reform-linked Infrastructure Development programme launched on 03.12.2005 for 7 years 2005-12 with two components – UIG for 65 Mission cities, UIDSSMT – all towns/cities other than Mission cities.
    • The eligible 102 projects of the Mission phase and all 296 eligible projects of the transition phase are contributed with Government of India funding as per the revised sharing pattern till 31.3.2017 under AMRUT Mission.
  • PMAY scheme:
    • Pradhan Mantri Awas Yojana was launched on 1 June 2015 to provide affordable housing to the urban poor.
    • It is a Credit Linked Subsidy Scheme (CLSS), which means beneficiaries under the PMAY scheme are eligible for interest subsidy if they avail of a loan to buy or construct a house.
