  • The major change that occurred in the Panchayati Raj System after the 73rd Constitutional Amendment is/was the Uniform system.

  • 73rd Amendment Act of 1992:
    • The Act gives constitutional status to the Panchayati Raj institutions.
    • The Act has added new part IX and 11th schedule to the constitution.
    • 11th Schedule of the Indian Constitution deals with the Power, authority and responsibilities of Panchayats, 29 subjects over which the Panchayats have jurisdiction.
    • It is entitled “The Panchayats” and consists of provisions from Articles 243 to 243 (O).
    • It contains 29 functional items of the Panchayats and deals with Article 243 (G).
    • The main objective behind the establishment of Panchayati Raj Institutions is Social Justice, Economic Empowerment.
    • Three Tier Structure:
      • The act states that all the states now have a uniform three-tier Panchayati Raj structure.
      • At the base is the ‘Gram Panchayat‘.
        • A Gram Panchayat covers a village or group of villages.
      • The intermediary level is the Mandal (also referred to as Block or Taluka).
        • These bodies are called Mandal or Taluka Panchayats.
      • The intermediary level body need not be constituted in smaller States.
        • At the apex is the Zilla Panchayat covering the entire rural area of the District.
