Correct Answer - Option 3 : 1989

The Correct Answer is 1989.

  • The Supreme Court ruled that state governments have the right to adopt any language as a second language as long as it is in use in the state and figures in the official languages mentioned in the Constitution.
  • The Supreme Court upheld Uttar Pradesh's decision to adopt Urdu as a second language in 1989.
  • The states retain this right in addition to providing Hindi as a second language, according to the court, which also clarified that declaring Hindi as an official language, even though it is not used in the state, is not an impediment since it is the country's official language.

  • The UP Hindi Sahitya Sammelan, which had petitioned the Supreme Court against the state government's decision to adopt Urdu as a second language.
  • It was dismissed by a Constitution bench that included outgoing Chief Justice of India RM Lodha and Justices Dipak Misra, Madan B Lokur, Kurian Joseph, and SA Bobde.
  • The UP Hindi Sahitya Sammelan argued that the state government's decision had no justification since there was not much Urduspeaking population, In 1996, the Sammelan challenged the move in the Allahabad High Court but lost.
