Strength of bolt = 45.3 kN

\({\bf{No}}.{\bf{of}}{\rm{ }}{\bf\ {bolts}} = \frac{{140}}{{45.3}}\)

No. of bolts = 3.09 

Hence, A Total of 4 bolts is required to connect the flange of an ISSC 200 column and a beam ISMB 400.
