  • Sarkaria Commission advocated the establishment of a permanent Inter-state Council, called "Inter-governmental Council". 
  • The Inter-State Council is a non-permanent constitutional body.
  • The council is set up by a presidential order on the basis of provisions in Article 263 of the Indian Constitution. 
  • The body was formed on 28 May 1990 on the recommendation of the Sarkaria Commission by presidential order.

  • Punchhi Commission was set up on 28 April 2007 headed by the former chief justice of India M.M. Punchhi.
