Correct Answer - Option 4 : One of those who can drive a car speaks Tamil.

Shabnam speaks Marathi. 
Anil speaks Tamil.
Rekha and David speaks Marathi and Tamil but not necessarily in the same order. Also. these two people can drive.

Hence, one of those who can drive a car speaks Tamil.
