Formula used:

Average = sum of all observation/total number of all  observations

Calculation:

Total production of mobile phones in 2006 = 45 + 60 + 57 + 78 = 240

Average = 240/4 = 60

∴ The average production of mobile phone in 2006 is 60 lakh.

Hence, the correct answer is "60".
