Statement : A’ large number of graduates of Indian universities are not eligible for employment.

Courses of Action:

I. Universities should be given more freedom in deciding subject matters of the syllabi.

II. World ranking foreign universities should be inspired for opening their campus in India.

Course of Action I follows as giving the freedom to Universities in deciding subject matters of the syllabi will let the Universities to introduce job oriented courses so that in future graduates do not face any problem regarding unemployment.

Course of action II is vague as the statement implies the poor condition of Indian Universities because of which a lot of graduates remain unemployed. In such a case world ranking foreign universities will not be be inspired for opening their campus in India. 

Hence, only Course of Action I follows.
