The correct answer is Neither a nor b.

  • Bill pending in Rajya Sabha which has not been passed by the Lok Sabha does not lapse on the dissolution of the Lok Sabha. Hence, statement a is incorrect.
  • Parliament consists of Lok Sabha, Rajya Sabha, and the President.
