The logic follows here is:

Six roads lead to a country. They may be indicated by letters X, Y, Z, and digits 1, 2, 3.

(i) When there is a storm, Y is blocked.

(ii) When there are floods, X, 1, and 2 will be affected.

(iii) When road 1 is blocked, Z also is blocked.

Using the above information and drawing the tables we get:

Roads Blocked by storms Affected by floods
X   Affected
Y Blocked  
Z   Affected
1   Affected
2   Affected
3    

 

From the table, we can observe:

Due to the storm road Y is blocked.

Due to floods roads X, 1 & 2 are affected.

When road 1 blocked road Z also blocked.

At a time when there are floods and a storm also blows the road 3 is the only road that is not blocked at any of these floods or storms.

Hence, the correct answer is "Only 3".
