The logic follows here is:

The 2nd number is completely divisible by 1st number.

Option 1 → 17 : 221

221 is completely divisible by 17.

Option 2 → 13 : 143

143 is divisible by 13.

Option 3 → 12 : 156

156 is divisible by 12.

Option 4  19 : 246

246 is not divisible by 19.

In all the pairs except (4), the second number is divisible by the second.

Hence, "19 : 246" is the correct answer.
