  • Lord Richard Wellesley was a British politician and colonial administrator.
  • He was the Governor-General of India between 1798 and 1805 and later served as the Foreign Secretary in the British Cabinet.
  • He introduced the doctrine of Subsidiary Alliance under which an Indian ruler had to dissolve his own armed forces and accept British forces in his territory.
  • The British territories in India had expanded greatly in the 1800s and there was an urgent need for a more thoroughly organised administration.
  • The organised administration required trained men who could not only communicate in the local languages but also understand the country and the people they were rapidly gaining control over.
  • Lord Richard Wellesley established the Fort William College at Calcutta to train British officials. 
  • British Officials were taught Indian languages and the culture of people of India for better administration over them.
  • However, the court of directors of the British East India Company was not in favour of a training college in Calcutta and it remained underfunded for a long time.
  • The East India Company College at Haileybury (England) was established for the purpose of training British officials and Fort William College continued to be a centre of learning languages.
