The maximum value of y can be calculated as;

\(y_{max}=\sqrt{(12)^2+(-5)^2}\)

ymax = 13

Hence, The distance of the highest point on the graph of the function y = 12 cos x - 5 sin x from the x-axis is 13 Units.
