Assumption:

II. It is necessary to take tickets before traveling --> True (Before traveling on the bus please collect the proper ticket for your travel or else will be fined Rs. 500 or 3 months in jail or both” written inside on a bus means it is necessary to buy tickets or you will be fined.)

Hence, both assumptions I and II implicit.
