The given statement talks of Zoya who took part in State level coding competition and won it. So definitely she is good at it. So, conclusion I follows.

But it is not certain that she is the best of all even at the National level. So Conclusion II is not valid.

So, only Conclusion I follows.

Hence, Option 4 is the correct answer.
