Option 1; Only I follows.

The statement suggests that many people have lost their jobs due to an economic slowdown in two consecutive financial years.

Course of action I suggests that large number of jobs must be created to resolve the issue, this appears to make the state better. Therefore, course of action I follows.

Course of action II suggests that more and better educational institutes must be started by the government. This is irrelevant because the reason stated for the loss of jobs is slowing economy and not poor or lack of education. Therefore, course action II does not follow.

Hence,option 1 is correct.
