Correct Answer - Option 4 : Hartog Commission

The correct answer is Hartog Commission.

  • The British government in 1929 appointed the Sir Philip Joseph Hartog committee to survey on the growth of education in India.
  • It submitted its report in the same year.
  • It was appointed by Lord Irwin.
  • The committee highlighted the problem of wastage and stagnation in education at the primary level.
  • It also devoted more attention to mass education.

Given below are the recommendations of the committee:

  1. Establishing affiliating universities for higher educations.
  2. It accepted that the standard of education in affiliated colleges is lower than that of the teaching universities, but it was the only way to meet the increasing demand for higher education.
  3. Appointing teachers for the affiliated colleges.
  4. Controlling the admission process in universities on the basis of the capabilities and aptitude of students.
  5. Make the Honours course more advanced.
  6. Promoting technical and commercial education by universities to control unemployment.

  •  Philip Hartog was a British chemist and educationalist.
  • He was a member of the commission under the late Sir Michael Sadler on Calcutta University which was appointed in 1917.
