  • In 1866, the British government appointed the George Campbell Commission to investigate the causes of famine in Odisha, and suggest ways to prevent its recurrence.
  • It blamed the government machinery for the tragedy and suggested relief measures.
  • The report was never taken seriously, and the British government appointed another committee in 1880 under Richard Strachey. It made the following recommendations:
  1. A famine code should be formulated.
  2. Irrigation facilities should be developed.
  3. Collection of land revenue should be suspended immediately during famines and land revenue should be remitted.
  4. Data should be collected about the conditions of Indian peasantry and agriculture.
  5. A famine fund should be set up.

  • John Lawrence served as Viceroy of India from 1864 to 1869.
  • He served as a magistrate and tax collector in Delhi.
  • He played an important role in defeating the Sikhs during the Anglo-Sikh wars of 1845 and 1846.
