  • John Poynder Dickson, also known as Lord Islington was the Chairman of the Royal Commission on the Public Services in India.
  • The Commission was appointed by King George V in 1912.
  • The report was submitted in 1915.
  • It made the following recommendations:
  1. Recruitment to the superior posts should be made partly in England and in India. 
  2. Superior posts should be filled by 25% by Indians through direct recruitment and by promotion partly.
  3. The services under the Government of India should be categorized into Class I and II.
  4. Salaries should be fixed on the principle of maintenance of efficiency.
  5. Two-year probation for direct recruits, and three for civil services.

  • John Poynder Dickson was born on 31 October 1866 in England.
  • He was appointed High Sheriff of Wiltshire in 1890. 
  • In 1910, he became the 1st Baron Islington, of Islington in the County of London.
  • In the same year, he also became the Governor of New Zealand.
  • In 1915, he became Under-Secretary of State for India.
  • He died on 6 December 1936 in England.
