Atomic number of Cl is 17, but Cl- has one more electron when compared with Cl atom. 

Distribution of electrons in Cl- is

K L M
2 8 8

K shell can accommodate 2 electrons and L shell cab accommodate 8 electrons according to the formula 2n2

Hence the K and L shells are completely filled.
