The correct option (a) Statement I is true; Statement Ii is true; Statement II is a correct explanation of Statement I. 

Explanation:

The cis and trans both form of complex [M(NH3)4Cl2] are optically inactive.

There are plane of symmetry in addition to that there is alternate axis of symmetry (Cn) which also causes their optical inactivity.
